While most would argue that philosophy transcends all cultures, I would maintain that it only exists in those cultures that are not entrenched in obsessive traditionalism. Of course one would argue that traditionalism is a philosophy in and of itself, however, I would like to think that Philosophy represents critical analysis and change. Philosophy is dynamic and therefore not useful to many cultures.

Have you ever heard of the Kinshasa School of logical possivism, or the Kantian ethics Tijuana style? I think you'll understand what I'm saying here...

While I know nothing of African philosophy, I know that, at least ancient Mexicans developed vague philosophical systems. For instance Toltec "philosophy" which is similar to spiritualism, was a basic mind-body dualisitic philosophy. It was similar to the Platonic tradition in that it stressed transcendence of material representation towards cognitive understanding. I think Toltec philosophy is now used in rehab clinics in the form of self-help books.
