German gamers face jail for acts of virtual violence

Players and creators of video games could face imprisonment for acts of virtual violence under draft legislation being drawn up by two of Germany's state governments.

Politicians in Bavaria and Lower Saxony have proposed a new offence that will punish "cruel violence on humans or human-looking characters" inside games. Early drafts suggest that infringers should face fines or up to 12 months' jail for promoting or enacting in-game violence.

The scheme comes in response to a shooting last month in the town of Emsdetten on the Dutch border, where Sebastian Bosse, an 18-year-old games fan, stormed into his former school and wounded 37 people before killing himself.

The incident caused outrage and the bill's sponsor, the Bavarian interior minister Günther Beckstein, claimed there was a direct connection between Bosse's actions and his love of the game Counter Strike. "It is absolutely beyond any doubt that such killer games desensitise unstable characters and can have a stimulating effect," he said.

Germany already has drastic censorship laws for games, and industry officials are preparing organised protests against the proposals. Research has yet to show a link between violence in video games and violent acts in the real world.

I always have to question when beurocratic politicians whine about video games, if they've ever played a game in their life. If you aren't a hardcore gamer, you just don't know what you are talking about.

If we accept Brecht's theory of entertainment catharsis, could this not propel German youth to conduct real acts of [potentially revolutionary] violence? Political terrorism seems to have taken a dive since videogames became popular. The youth waste their vital energies in front of the computer screens.

That happens, Daniel, but I never have a camera running. Children these days are hyperactive too, or is that just a façade? Anyway, I doubt that it will have a large impact. The video game industry is making tons more each year. I think I remember reading that Dell wanting to be the leader in the computer game business. Don't know the details, I just find it fascinating that with all the reaction to "violence" in games, the industry just grows and grows.

Why don't they just outlaw everything and then have a ministery where you can apply for permits to do such basic things like watching TV or going to work, which will be granted on a peacemeal basis.

Shoot someone in GTA Vice City and go to jail. WTF???

Looks like Germany needs another World War Two to re-learn some principles they seem to be forgetting.

I'm beginning to think there is some cultural element in Germany that naturally leads them to such heavy handed actions. I can't quite pinpoint it though.

I wonder, if they jail you for shooting someone in such a game, do they add extra time and make it a hate crime if you happen to shoot a negro?

World War Two and the Holocaust are clear examples of such heavy handed actions.

This would put whites, blacks, moslems in jail!
