UVJETI STALNOG BORAVKA U HRVATSKOJ
Vlada danas o novom Zakonu: Stranci će morati znati hrvatski

I don't see the reason why they should. Similar laws and regulations are present all over Europe. Denmark, France, Germany...they all have similar regulations regarding permanent residence.

I don't think this law shall solve the problem, but only make things harder for them to get the documents. Also, I'm not certain what's with those citizens who don't speak Croatian like a considerable percentage of Gypsies.

The evil thing about modern citizenship is that it cannot be denied once it is granted. In earlier period of legal development one could be stripped off his rights as a citizen.

Modern states are such a joke because citizenship doesn't stand for responsibility, but only rights. Take Serbs for instance - not even the rebellion made them legally lesser citizens in respect to others, quite opposite, it made them a privileged minority.

I don't know. I'd say there are quite a "few". This is the reason why Germany decided to make these regulations even more tougher to satisfy. France is also making them tougher. It's the same all over Europe: Switzerland, Spain, Denmark, etc.
