To avoid democratic paralyasis, we might consider the reasons/motivations for immigration to the first world, and possibly address these points.

I say there is two main reasons for immigration to the first world, namely:

#A desire for better living standards and all the benefits of residing in a first world nation

#A desire for a first-world partner

I propose that a means of avoiding democratic paralysis and a resulting flood of third world immigrants that we address these main points by the necessary and extant means, so that there is little or no desire to immigrate from the third to the first world, and intermingle.

Firstly:

*We could and should raise the standards of living in the third world to adress point #1

Secondly:

*We could include mixed children in the census, as well as socially, via a reversal of the 'one drop rule' to ensure that caucasian recessive genes are expressed in the children, to create a fear of a black death by mixing, or whites 'digesting' the third world

Also

*Removing the barriers to trade and increasing wealth to the third world, and providing the necessary finances and first world expertise to the third world to raise their standards of living, perhaps by the selling of natural resources will address point #1

This may at first glance to be an endorsement of ethnic mixing. What I say to this, is what I am proposing here is not unrealistic in the current political climate. (Incredibly, believe it or not, this is important :p)
