More likely rather than "scraping the bottom of the barrel" I believe Grant´s anti semitic stance was rather included for US shock effect rather than lack of finding similar cases planetwise.

Fact is that they got kicked out from the Mississippi area Grant had under control in 1863 which was rather big at that time and going from the Kentucky border all the way down the Vicksburg.
