A girl in my school is attempting a project on fascism, and seeing that I am a national Socialist and there are differences betweeen fascism and national socialism, would anyone here whom is a fascist be able to supply information about the beliefs of the ideology and any fascist parties around the world? Thanks much.

excerpts from "What is Fascism?" an essay by Benito Mussolini (1932):

"...Fascism [is] the complete opposite of…Marxian Socialism, the materialist conception of history of human civilization can be explained simply through the conflict of interests among the various social groups and by the change and development in the means and instruments of production.... Fascism, now and always, believes in holiness and in heroism; that is to say, in actions influenced by no economic motive, direct or indirect. And if the economic conception of history be denied, according to which theory men are no more than puppets, carried to and fro by the waves of chance, while the real directing forces are quite out of their control, it follows that the existence of an unchangeable and unchanging class-war is also denied - the natural progeny of the economic conception of history. And above all Fascism denies that class-war can be the preponderant force in the transformation of society....

After Socialism, Fascism combats the whole complex system of democratic ideology, and repudiates it, whether in its theoretical premises or in its practical application. Fascism denies that the majority, by the simple fact that it is a majority, can direct human society; it denies that numbers alone can govern by means of a periodical consultation, and it affirms the immutable, beneficial, and fruitful inequality of mankind, which can never be permanently leveled through the mere operation of a mechanical process such as universal suffrage....

...Fascism denies, in democracy, the absur[d] conventional untruth of political equality dressed out in the garb of collective irresponsibility, and the myth of "happiness" and indefinite progress....

The foundation of Fascism is the conception of the State, its character, its duty, and its aim. Fascism conceives of the State as an absolute, in comparison with which all individuals or groups are relative, only to be conceived of in their relation to the State. The conception of the Liberal State is not that of a directing force, guiding the play and development, both material and spiritual, of a collective body, but merely a force limited to the function of recording results: on the other hand, the Fascist State is itself conscious and has itself a will and a personality -- thus it may be called the "ethic" State....

...The Fascist State organizes the nation, but leaves a sufficient margin of liberty to the individual; the latter is deprived of all useless and possibly harmful freedom, but retains what is essential; the deciding power in this question cannot be the individual, but the State alone....

...For Fascism, the growth of empire, that is to say the expansion of the nation, is an essential manifestation of vitality."

I'd say this previous point is what most distinguishes Fascism from National Socialism, but a bit of "fascist economics" before we compare:

"Mussolini's fascism took another step at this time with the advent of the Corporative State, a supposedly pragmatic arrangement under which economic decisions were made by councils composed of workers and employers who represented trades and industries. By this device the presumed economic rivalry between employers and employees was to be resolved, preventing the class struggle from undermining the national struggle. In the Corporative State, for example, strikes would be illegal and labor disputes would be mediated by a state agency.

Theoretically, the fascist economy was to be guided by a complex network of employer, worker, and jointly run organizations representing crafts and industries at the local, provincial, and national levels. At the summit of this network was the National Council of Corporations. But although syndicalism and corporativism had a place in fascist ideology and were critical to building a consensus in support of the regime, the council did little to steer the economy. Beginning in 1929, in preparation for achieving the "glories" of war, the Italian government used protectionist measures to turn the economy toward autarchy, or economic self-sufficiency. The autarchic policies were intensified in the following years because of both the depression and the economic sanctions that other countries imposed on Italy after it invaded Ethiopia. Mussolini decreed that government bureaus must buy only Italian products, and he increased tariffs on all imports in 1931. The sanctions following the invasion of Ethiopia spurred Italy in 1935 to increase tariffs again, stiffen import quotas, and toughen its embargo on industrial goods.

Mussolini also eliminated the ability of business to make independent decisions: the government controlled all prices and wages, and firms in any industry could be forced into a cartel when the majority voted for it. The well-connected heads of big business had a hand in making policy, but most smaller businessmen were effectively turned into state employees contending with corrupt bureaucracies. They acquiesced, hoping that the restrictions would be temporary. Land being fundamental to the nation, the fascist state regimented agriculture even more fully, dictating crops, breaking up farms, and threatening expropriation to enforce its commands.

Banking also came under extraordinary control. As Italy's industrial and banking system sank under the weight of depression and regulation, and as unemployment rose, the government set up public works programs and took control over decisions about building and expanding factories. The government created the Istituto Mobiliare in 1931 to control credit, and the IRI later acquired all shares held by banks in industrial, agricultural, and real estate enterprises. "

...the folkish philosophy finds the importance of mankind in its basic racial elements. Hence an instrument must be created for the folkish world view which enables it to fight, just as the Marxist party organization creates a free path for internationalism.

This is the goal pursued by the National Socialist German Workers' Party.

Since nationality or rather race does not happen to lie in language but in the blood, we would only be justified in speaking of a Germanization if by such a process we succeeded in transforming the blood of the subjected people. But this is impossible. Unless a blood mixture brings about a change, which, however, means the lowering of the level of the higher race. The final result of such a process would consequently be the destruction of precisely those qualities which had formerly made the conquering people capable of victory. Especially the cultural force would vanish through a mating with the lesser race, even if the resulting mongrels spoke the language of the earlier, higher race a thousand times over. For a time, a certain struggle will take place between the different mentalities, and it may be that the steadily sinking people, in a last quiver of life, so to speak, will bring to light surprising cultural values. But these are only individual elements belonging to the higher race, or perhaps bastards in whom, after the first crossing, the better blood still predominates and tries to struggle through; but never final products of a mixture. In them a culturally backward movement will always manifest itself.

Thus the basic realization is: that the state represents no end, but a means. It is, to be sure, the premise for the formation of a higher human culture, but not its cause, which lies exclusively in the existence of a race capable of culture. Hundreds of exemplary states might exist on earth, but if the Aryan culture-bearer died out, there would be no culture corresponding to the spiritual level of the highest peoples of today. We can go even farther and say that the fact of human state formation would not in the least exclude the possibility of the destruction of the human race, provided that superior intellectual ability and elasticity would be lost due to the absence of their racial bearers. (Contrast this with Mussolini's "State as Absolute.")

The state is a means to an end. Its end lies in the preservation and advancement of a community of physically and psychically homogeneous creatures. This preservation itself comprises first of all existence as a race and thereby permits the free development of all the forces dormant in this race. Of them a part will always primarily serve the preservation of physical life, and only the remaining part the promotion of a further spiritual development. Actually the one always creates the precondition for the other."

This is merely a brief overview, but it should offer a bit of insight into the differences between the ideological foundations of these two political movements. While there are a few similarities here and there, Fascism bases itself on a sort of physical conquest, while National Socialism deals with a "spiritual conquest" if you will. Furthermore, modern forms of this latter movement, which survived the collapse of its existence as an implemented form of government (as opposed to Fascism, which I don't think survives in any form--if anyone can contest this, let me know, I'm not entirely sure here!), emphasize internal, domestic reforms and national solidarity first and foremost.

By all means, tell your friend to use these sources and anything I may have mentioned (or any resulting objections or elaboration of my musings, this is what I think forums are for, dissemination of information), but also be sure to have her do some more thorough research. Like I mentioned in the beginning, primary sources are always the best--in my opinion, anyway--and they are not as scarce as one would think.
