That's from a classic two parter on SCTV where the Soviets take over SCTV to beam Soviet programming.
Sainte-Marthe, a former Phora poster, is also a big fan of this.

"What fits into Russia?" was the funniest skit in the whole CCCP1 sequence. Dave Thomas's maniacal mock laughing and sneering was hilarious.
Unfortunately the Youtube video that I linked was removed. SCTV was a pretty talented bunch of Canadian comedians. All their stuff is worth looking up.
