Its because he's executing a Romanian ("stiff-legged) deadlift.

I personally don't care for the inverse grip, but I am not going to be so cavalier as to call it "retarded". I know a lot of guys in the power lifting/strongman game who pull some serious numbers with a mixed grip...its just not for me.

It damages joints due to different amounts of force being applied to your arms: the one with your palm outside will tend to pull the bar stronger and such a non-symmetry damages your shoulders and even your knee joints. I know that power-lifters use mixed grip a lot, but it is not very healthy, imho.
