This hoax has been exposed decades ago.

Congress man Abernathy brought it into the civil rights debate in 1957.
It then read not "to our course", but "to the Communist party course".

This is cut out later in most recent "citations", because the Hoax got to obvious, because, as most people know, there was no Communist party in 1912. Neither in Britain (established 1920) nor elsewhere in the world.

Abernathy, following a letter to the editor he had picked up, said the book had been published by British communist party member "Israel Cohen" as a source. Just no known member named Israel Cohen was ever found in the British Communist Party.

Further, the book "A Racial Program for the Twentieth Century", that Eustace Mullins, originator of the "quote" claimed to have found in the Library of Congress, doesn't exist in said library (nor does it in the British Museum Catalogue of Printed Books) and, nobody has anyone ever been able to provide a copy original.

Another origin is given by Myron Fagan who claimed to have met Israel Cohen at a banquet (with G.B. Shaw) in 1913 (when he was according to Fagan, still writing the book) and called him the founder of the Fabian Society, not a communist. Strangely enough, no document in the Society's record mention the famous founder Cohen, either and it's rather hard to published a book still in writing 1913 in 1912...

I'll offer you a bet:

So far, the only person who claims to have actually seen this book, is Eustace Mullins, but the book didn't exist in the library he had said to find it in.

For nearly a hundred years, no one has been able to show any sign of this mysterious book and the people who cite the quote can't even agree on the correct text and the year the book was allegedly published.

We'll talk again if there is one person in the world to come up with a copy of the book.

The same lame defense has been given for the authenticity of "Protocols of Zion". I actually didn't think you would be credulous enough to rely on such shabby material.

That quote is a rather obvious fake, clearly made by some anti-Semite imagining what some really nasty Jew conspirator might write. And apparently no such "Israel Cohen" (a tell-tale sign of fraud: very stereotypically Jewish name) Communist character ever even existed.
