The government can control anything it subsidizes; if you want to be free, don't take the subsidy. Why the Quebecois provincial government would feel the need to take this action is another question.

Quebec's anti-clerical tradition runs very, very deep. Its embrace of the welfare state is similarly deeper than the rest of the country.

Opposition to government-controlled daycare in English Canada was a significant factor in the 2006 election that brought the current Conservative government to power.

That is simply not true. A very deep anti-clerical tradition compared to where, France? Quebec has a far less anti-clerical tradition than France, Spain or Italy from what I can tell. I'd say modern Quebec and Ireland are pretty much on par with one another on this matter. They in turn seem to be about the same as places like Cape Breton, Eastern Ontario and Newfoundland.
